Tensions are rising once again in the Horn of Africa, a region where sea access, sovereignty and foreign rivalries collide. Into that uncertainty, Turkish President Recep Tayyip Erdogan made his first trip to Ethiopia in more than a decade. During his visit, the two sides signed multiple agreements spanning energy co-operation and expanded trade. But Erdogan also delivered a warning. The Horn must not become an arena for outside powers seeking to inflame divisions.
